Real democracy depends on its

informed citizenry: Taloh

PASIGHAT, Nov 17: Education and WRD Minister Tapang Taloh said that the real democracy depends on its informed citizenry. “I am confident that the state media would rise to the occasion to shoulder the onus,” Taloh  said while addressing the   gathering at National Press Day celebration in the centenary town of Pasighat in East Siang district on Monday last.

Recognising the vital role of state’s media, the Minister said the celebration aims at highlighting its fundamental role of the media to the society for a better tomorrow. “Pen is mightier than sword, which has been proved by the state media to project the state in global canvas,”  Taloh  added.

He announced that the state Cabinet has approved centralized funding to IPR to pay media advertisements bills and earmarked Rs 10 lakh for renovation of the Arunachal Press Club (APC) to the thunderous applause of the gathering.

Speaking on the occasion, DIGP (central range) L H Shanliana said the press people have played a crucial role in protecting nation’s unity and integrity up to village level.  The press is the voice of the people as information is power today, he said and called for starting a local newspaper from Pasighat.

Lauding the state’s media for playing a vital role, he exhorted the scribes to promote communal harmony, peace and progress of this multi-ethnic state in an intensified manner.

Siloke aina lunga solo agampe taka mem (Good wishes on this great occasion), APC president Chopa Cheda said at the outset of his presidential address.

“As Pasighat has been selected for Smart City, the press fraternity decided to celebrate the day here to bridge the gap between the state Capital and other parts while highlighting the role the media has been playing for state’s socio-economic development,” Cheda added.

Reiterating the importance attached to the media by the state government, IPR director C M Longphong informed that Chief Minister Nabam Tuki has hiked the Journalists Welfare Fund (JWF) from Rs 20 lakh to Rs one crore.  Moreover, the National Film & TV institute is in the offing, he added.

The seminar with the theme - Media vis-à-vis rural reporting in Arunachal Pradesh - highlighted whether the local media has done justice to rural areas of the state. Highlighting various challenges including low pay, threat and pressure, state’s senior most journalist Pradeep Kumar said that reporting in true sense is yet to begin in Arunachal.

As visiting faculty of Mass Communication department of Rajiv Gandhi University since 2004, “I have defined media as (mein dia) as reporters write from the angle they look at a story. Media persons belong to the society and give it back what they receive as they derive the strength from Article 19 (1) freedom of speech, like that of any citizen without any Indian law to regulate the media.”

Effective reporting would begin only when the society establishes a chemistry with the media persons, Kumar said and exhorted the parents to encourage their children to join the challenging profession.

The real Arunachal lives in rural areas for which media has an important role to disseminate information, CM’s political adviser Bosiram Siram said underscoring the role of ‘Team Arunachal’.

Though the state governmnt has launched very good schemes, like Chief Minister Universal Health Insurnce Scheme (CMUHIS), only 16,000 families have so far been enrolled. The state is lagging far behind for which mass awareness is the need of the hour and the media to change its outlook towards rural reporting, Siram added.

Terming media as a platform to address and redress grievances of the masses, Siram urged the masses to be part of the media.

Rural reporting has taken a back seat because of various challenges, said The Dawnlit Post editor Dakter Esse, adding the sector offers huge scope and need to involve the agri-horticulture sector.

She further said rural reporting can bridge the gap between ‘media rich’ and ‘media poor’ and that there is a need for the student community to march forward in making it happen by contributing stories from their area.

Many important rural stories from Arunachal have drawn global attention, Hindustan Times reporter Rahul Karmakar said citing the example of Jadav Payeng’s story filed by PTI’s Utpal Boruah for converting a sandbar in Brahmaputra to a sanctuary to win numerous awards.

While painting a brighter and gloomy picture of print & electronic media, Karmakar said that rural reporting offers huge scope in this land-locked Arunachal.

Local scribe Maksam Tayeng highlighted various difficulties faced by scribes residing in far flung areas, JNC Associate Prof Shiva Nand Jha described media’s role and credited it with the only vehicle that spreads knowledge among the masses.

The media fraternity also felicitated trendsetter Arunachalees for their pioneering achievements to mark the occasion.

However, he reiterated that individual issues must not be blown out of proportion and cautioned people against making adverse reactions without knowing the complete ground level report.

Is India ready to face ISIS threat?

The brutual massacre of 129 people at Paris by ISIS militant group has sent shockwaves across the world. Before this incident Islamic state has been confined to mostly Syria and Iraq. But with this spectacular attack they have shown their capabilities to launch attack in the heart of western world. The attack has naturally worried security establishment across the world including in India. Though their presence is considered negligible in India, the security agencies do not rule out the presence of ISIS sympathizers.

Union home minister Rajnath Singh today categorically stated that India is alert and ready to fight any threat arising from Islamic State (ISIS). His statement assumes significance as centre has already issued advisory warning to all states and union territories about the possibility of an ISIS-sponsored action on Indian soil. The decision of Indian government to extend support to France's retaliatory strikes on ISIS territory might also make India a potential target. Though Home Minister stated that country is ready to face any threat but the question is, are we really ready? The Mumbai attack had badly exposed our lacunae and many still believes things have not much changed. To deal with ISIS threat government of India should closely work with countries like US, Russia, UK, Israel and France. These countries have considerably large network operating in the Middle East.  India will gain access to their networks which will directly help to neutralize any potential future threat. India should also take help of countries like Egypt, Iran and Saudi Arabia in this regard. We should understand that threat of ISIS is real and it needs to be tackled strongly.

Little more time is required

Dear Editor,

The borrowed constitution of India is considerately the most popular and successful constitution in the world besides the constitutions of U.S. and South Africa. I offer a grand salute to our forefathers who have taken the pain in writing and completing this work and for making our constitution very much living even in today’s time. Unlike the constitution of Nepal that had to re-write for at least five times, Indian constitution was once for all despite some amendments.

Nonetheless, many are against the Reservation policy of the Indian Constitution (listed in : Article 16(4), 46, 335, 338, 340, 341, 342. Partly referred in the Schedule ninth, Sixty-Fifth Amendment., etc).Arguments on Reservation is not new to this country. The idea was debated much earlier while framing the constitution. Critic claims that it is a policy which is wrongly placed in the constitution.

Perhaps it is immeasurable and difficult for an individual who probably is exercising the special treatment to understand the context of an individual of the category-General. But belonging to a tribal community I believe, we need some more time to get coped up with. I do not focus much on the economic interests but emphasizing more on the need for the promotion of educational interests of the backward classes. More than the majority of the present-day learners in tribal community are the first generation learners. Majority still requires the basic education. We are yet to receive the 3R’s (Reading, writing and Arithmetic), yet to learn our national languages both Hindi and English, yet to understand the purpose and importance of education in order that we teach our younger generation the significance of education. The evidences revealed that number of individuals to crack the competitive exams like UPSC and to get into the higher services belonging to backward classes is very few. Interestingly, in many instances, particularly in the interior part of the country, we find a situation where parents would tell their children during the exam time to work in the field whenever there is a gap in between the exam. This is a classic case and still prevails among the majority families. I keep using the term ‘majority’ because the arguments of the critic of reservation policy are basically that- not all the ST’s or SC’s are backward educationally and economically. So to defend my argument I say, yes we are in majority.

Equality means equal treatments to the equals (formal equality) but equality also means to treat people of unequal differently in order that they may enjoy equal rights. (As the establishment of the formal equality is not sufficient) It is ‘equality through differential treatment.’ It is also a measure of minimizing the form of social inequalities from our country and a move in the making of an egalitarian and a just society.

So, appreciating the idea of Positive Discrimination or the Affirmative action (Particularly the reservation policy) is to assist in minimizing or eliminating the forms of social inequalities in our country. Altogether, it would be wrong to do a simple generalization by stating that every individual belonging to the backward classes’ have been pampered by GOI or would not work hard. Indeed, we are to learn to appreciate the hard workers of all the communities. Of course the time will come very soon when the reservation policy will not be required any longer and that the formal equality will be sufficient. But what is required today is-”a little more time”
